Description: Horizon Europe is the world’s largest research and innovation program, facilitating collaboration and strengthening the impact of research and innovation in developing, supporting and implementing EU policies, while tackling global challenges.

On November 24, 2023, Canada became an “associated country” within Pillar II of the Horizon Europe program, Global Challenges and European Industrial Competitiveness. Researchers in Canada are therefore now able to lead and join Horizon Europe project consortia and obtain funding directly from Horizon Europe within Pillar II under similar conditions to EU Member States and other associated countries.

Calls for proposals are currently open for Pillar II, which has a budget of approximately EUR 52.5 billion. Applications for Horizon Europe calls are put forward by partnership-based consortia made up of at least three partner organizations, with at least one partner from an EU country and two partners from different EU or associated countries. If not already in place, interested research groups should begin establishing partnerships with European collaborators.

The Horizon Europe program, as a whole, is exceedingly complex and dense.  The Vice-President, Research and Innovation Office has created an information page for researchers interested in applying to Horizon Europe and an internal working group has been struck to further investigate Horizon Europe opportunities and consider appropriate institutional supports. Researchers are strongly encouraged to consult the resources provided to familiarize themselves with the European Commission’s processes and policies.

Canadian researchers can participate in all Horizon Europe programs that are open to international partners as a third-party, but only in Pillar II can Canadians access a broader range of research opportunities and receive funding directly from Horizon Europe.
