Tri-Agency: New Research Security Guidance Released by the Tri-Agencies and Canada Foundation for Innovation Update

Sponsor: Tri-Agencies and Canada Foundation for Innovation (CFI)

Description: Following a message circulated in January regarding the new federal Policy on Sensitive Technology Research and Affiliations of Concern (STRAC), the Tri-Agencies and CFI have now published additional guidance for researchers to refer to when applying for or receiving funding from their programs. This guidance includes more information about attestation forms required when applying for funding that advances a sensitive technology research area.

Tri-Agency opportunities that launch as of May 1, 2024 and which look to fund research grants to university and university-affiliated institutions will require researchers to follow the guidance released last week, in addition to research security requirements already in place for some competitions. Furthermore, effective immediately, new proposals to specific CFI programs with private sector partners must now comply with the National Security Guidelines for Research Partnerships.

The National Security Guidelines for Research Partnerships integrates national security considerations into the development, evaluation, and funding of research partnerships. The Guidelines better position researchers, research organizations and Government funders to undertake consistent, risk-targeted due diligence of potential risks to research security.

As of May 1, proposals to most CFI programs will also require attestations as per STRAC guidelines. For additional information, please consult the below:

Further information summarizing both sets of guidelines is available on our Research Security website: https://researchsecurity.ubc.ca/announcements/03282024
